I've been in contact with Steam support, and apparently the problem was that there was a bug on Steam's end that prevented the link from showing. In any case, you should be able to download it now without jumping through loopholes. Apologies for not getting to this sooner - I was distracted with starting a new semester of university and a few other things. Thanks for your patience :)
