Boost the economy of your City with a financial district, and use your funds to invest in the best industries for your population. Financial Districts is a mini-expansion from Colossal Order that adds the new feature “Investments” and more than a hundred assets to the game.

Investments
Invest your money wisely and improve the lives of your citizens. Many sectors await your support such as deathcare, healthcare, oil, ore, farming, generic industry, and logistics. Keep track of your investments with the new stock trading tab.
Stock exchange
Level up your investment funds with the stock exchange. This new building also unlocks the tax income bonus for office zone buildings in its area.
Bank buildings
Money, money, money! Banks add a new service to your city and improve its safety thanks to their transport vans that, while collecting cash from commercial zone buildings, decreasing the criminality rate in the area.
Financial District Specialization
Unlock a new district for office zones when you reach the “Big Town” milestone. Financial Districts feature a new visual style, and generate higher taxes than basic office zones but decrease happiness. The tax income bonus increases if a stock exchange is nearby.

Greetings city-builders! Financial Districts is almost here, and that means it’s time for not only the patch notes but also the goodies we have for you in the free patch. While not as packed full of new content as the Roads & Vehicles update last month, we have a few new additions we hope you will enjoy.
Let’s start with the new visual options: the addition of 6 new Color Corrections. These can be found in Options under Graphics and tweak the colors and brightness of the game. Want your temperate city to have a colder look? Maybe more vibrant blues and greens in your tropical city? Or maybe you prefer more muted colors to capture the right vibe. We hope one of the new options provides perfect the look and feel for your city.

Each map theme has unique lighting which affects the final look when a Color Correction is applied, meaning your temperate city will still look different from a boreal city when using the same Color Correction. This allows for many different looks for different cities, and we hope this will encourage you to try the new options. Below you can see a few examples of different cities using the new Color Corrections.

While Color Corrections affect the look of your city as a whole, this next addition brings more variation to the streets of your city. We’ve added more color variations for our citizens and 5 new pet options for your citizens to adopt - time to disable that Pet Ban policy! Besides two new very good dogs we have 3 new cats which can be seen around the city.

Sticking with the theme of variations we have added a way to select your favorite submesh variation for ploppable buildings. As the submesh variations are still quite a new addition to the game, this doesn’t affect many buildings, but if you have placed the Large Fountain Plaza from Plazas & Promenades multiple times to get the version you want, you’ll find this new option handy! The dropdown menu also appears on the Large Bank, which has 3 different glass roof options to choose from.

We also have a number of bug fixes which can be found in the patch notes below, however, this does not address all the issues you have reported to us. We are still investigating a number of reports, and we will have more patches in the future with additional bug fixes. Financial Districts Dev Diary #1
Greetings mayors, or should I say, investors? Today we're taking a look at Financial Districts, a mini-expansion for Cities: Skylines arriving on the 13th of December. It brings new financial opportunities to your city such as investing in city services, providing banks for your citizens, and building up your central business district with the new Financial Offices specialization.
The Stock Exchange
The Stock Exchange is central to Financial Districts, it functions as the city’s financial hub unlocking both investments and banks and can be found in the new Financial Buildings tab under Unique Buildings after reaching Milestone 6: Big Town. But the Stock Exchange is more than just a unique building to increase your city’s attractiveness, it provides a tax bonus to any surrounding buildings of the new Financial Offices specialization, and it can be upgraded to increase the bonus and unlock more buildings.
Grow your investments to level up your Stock Exchange
As you earn money from buying and selling investments, you are able to upgrade the Stock Exchange to the next level. Each level unlocks more buildings, like new plazas and bank buildings, and it increases both the tax bonus from Financial Offices and the radius of the effect. While you can also lose money due to bad investments this does not subtract from the progress toward the next level - we felt the money lost was punishing enough.

When your Stock Exchange reaches level 5 you are able to construct the International Trade Building which provides a similar tax bonus to the Stock Exchange allowing you to collect an increased tax from even more Financial Offices. However, the International Trade Building cannot level up, and as only the highest bonus is applied, there is no benefit to overlapping the area effects, so placing it strategically can maximize the number of offices paying an increased tax.

Investments
Investments offer a new opportunity to earn money for your city, but they carry a certain amount of risk too. You may be able to grow the city’s funds for a new district or interchange, but while the money is tied up in investments, you are unable to spend them if your city experiences an emergency - and that emergency may very well cause stock prices to drop! Whether you invest in your city’s healthcare or Greasy Gasoline Inc., the stock market is tied to the simulation and what happens in your city - for better or worse.
With a Stock Exchange in your city, you gain access to a new panel in the Economy interface listing all possible investments and what is required to unlock them. This is also where you invest in stocks, follow their progress, and hopefully, sell them for a profit. On your left, you have available investments, and on the right, you have any stocks you own and how much you stand to gain or lose by selling them. You can hover over an investment to see the recent developments in price to decide if now is a good time to buy or sell, and you select how many stocks you want to buy or sell using the slider.

Each investment carries a different risk and different potential for success, so choose wisely. If your production chain runs smoothly industries are fairly predictable, but factories shutting down due to a lack of raw materials or flooding will hurt the stock prices. Similarly, when you invest in city services their productivity affects the stock price, so make sure they aren’t having issues and are servicing your citizens.
Banks & Financial Offices
Banks are a new service that can be found in the updated Police category, called Police & Banks for everyone who owns Financial Districts (without the DLC it’s still the good old Police category). They provide a cash transport service for commercial buildings sending out Cash Transfer Vans to collect money, which is stored for safekeeping at the bank. As a result, commercial buildings services by banks have a reduced risk of crime happening.
Banks come in 3 different sizes, the first one unlocking when the Stock Exchange reaches level 2, with larger options unlocking as the Stock Exchange reaches even higher levels. Larger banks have more Cash Transfer Vans available and can service more commercial buildings keeping your city safer.

Now, let’s have a look at the new district specialization which lends its name to the expansion itself: Financial Offices. Like existing specializations, it’s applied to a district and changes not only the look of the office buildings but also how they work. Financial offices pay a higher tax than regular offices, but at the cost of lower happiness. And let us not forget that they benefit from proximity to both the Stock Exchange and the International Trade Building, increasing your tax income further.
The financial office specialization also has a unique way of upgrading. Instead of upgrading to any bigger and better versions, the office buildings retain their original structure and expand upwards with modern glass extensions - similar to how the Stock Exchange changes appearance as it is upgraded, except this process happens automatically as your office buildings reach new levels.

New Maps
Financial Districts also comes with 5 new maps featuring a variety of new landscapes ready for your dream city. We hope you enjoy them and we look forward to seeing the amazing new cities you will build on these maps!
We start with a familiar - to us - looking boreal map named Gray Waters, which is inspired by the Finnish lakeland region. The map features many islands of varying sizes and vast forests surrounded by lots of water. Whether your city will take advantage of the natural resources, use the waters for fishing or travel, or simply enjoy the higher land value that comes with waterfront property, Gray Waters is the perfect place for a new city.

Narrow Passage is a temperate map with a natural land bridge linking two large land masses together offering plenty of room for a new metropolis. The lowlands provide lots of fertile land, while the mountains are rich in ore deposits, however, the narrow passage lending its name to the map may prove a challenge when managing traffic in the region.

We head to colder climates again with our second boreal map, River Terrace, which is situated on a large river with great shipping connections. Whether you build your city on the islands or expand towards the mainland, River Terrace lives up to its name with large hills and natural terraces lifting any skyline.

Next up is the beautiful Windblown Coast, where the desert meets the ocean. This tropical map is dotted with oases, is rich in oil, and offers great expanses to build a thriving metropolis along the coast or between the mountains. Off the coast, you will find several artificial islands, which can be turned into tourist destinations or unique neighborhoods. Either way, Windblown Coast offers a unique landscape for your new city.

And last we have the second tropical map of Wyvern Pass, featuring meandering rivers flowing through deep canyons above which you will find rich tropical forests. Will your city cross the dive or leave one side of the canyon untamed? Will you take advantage of the lowlands along the river or the precious ore in the ground? Only time will tell what kind of cities will develop here!

Roads & Vehicles Dev Diary
Greetings mayors! I’m delighted to present our free content update, Roads & Vehicles, coming on the 15th of November! As the name suggests, it includes new roads and vehicles, not just for the base game, but for several DLCs as well - including cross-DLC roads! Yes, we have pedestrian streets with trams for you, and much more!
Previously, we haven’t included content that uses features from more than one expansion. This has meant not including some options, like pedestrian streets with trams, but it has also meant that no matter what DLCs you might have, you would have access to all content when purchasing a new expansion.
But we see the cool ideas and suggestions you have, and we have wanted a way to add cross-DLC content. The Roads & Vehicles update is our first step to include some of these ideas and focuses on the base game, After Dark, Snowfall, and Plazas & Promenades content.
New Vehicles
Let’s dive into the new content starting with vehicles! The update adds 20 new vehicles to the game: 8 new buses for everyone who owns the base game, and 12 new trams for Snowfall owners, all in different styles and with different capacities. If you’ve played our previous games, Cities In Motion in particular, you may find these new vehicles familiar. They certainly bring out some fond memories for us, and we’re excited to see them in all your cities!

I love using the new bus and tram options in my city! Instead of increasing the budget for busy lines, I switch to higher capacity options to transport all my passengers, resulting in fewer vehicles on the roads. My bus lines can transport up to 80 passengers per vehicle, while tram lines can reach 140 passengers! But size isn’t everything, I adore the tiny tram that holds just 65 passengers, and the older bus styles just look so perfect for the lines reaching villages or industrial areas of my city.

New Roads
In the roads category we have 25 new additions tied to After Dark, Snowfall, and Plazas & Promenades expanding the options for roads with bicycle lanes, trams, and pedestrian streets. To give you an overview of which roads are available with each expansion, we’ll go through them in groups, starting with After Dark.
After Dark added cyclists and roads with bicycle lanes offering pedestrians a faster way to travel without needing a car or public transport. The 7 new bicycle roads expand the existing options and are available to anyone who owns After Dark. I’m particularly fond of using the Four-Lane Road with Decorative Trees and Bicycle Lanes and have been replacing a lot of my existing four-lane roads with it - and if you need more lanes there’s a six-lane version of it as well!
Give the cyclists of your city room to roam the roads
If you own Snowfall you will have 8 new tram roads to choose from when building your cities, featuring both dedicated and shared lanes! I’m a big fan of the Four-Lane Road with Tram Tracks and Trees for the extra greenery in the city and of course the Six-Lane Road with Median and Tram Tracks for those extra busy parts of the city! The new small roads with tram tracks are very handy too though, offering a Four-Lane Road with Tram Tracks for the narrow but busy areas and a Two-Lane Road with Tram Tracks with the middle lanes being tram-only.

For anyone who owns both After Dark and Snowfall we have 4 new roads mixing bicycle lanes, trams, and bus-priority lanes - perfect for creating cyclist-friendly cities with busy public transport. The Six-Lane Road with Tram Tracks, Bus and Bicycle Lanes has to be my favorite as it’s just perfect for busy main roads throughout my city. The shared lanes for tram and bus allow my public transport priority lanes while still leaving 4 lanes for regular car and truck traffic, and the bicycle lanes integrate so well with the rest of my city.

Last, but certainly not least, we have pedestrian streets with tram tracks, which are available when owning both Snowfall and Plazas & Promenades. As you may have guessed they come in both small and large versions and all three different styles for a total of 6 new pedestrian streets. Like regular pedestrian streets, you will need a pedestrian area and service to handle garbage and goods for buildings placed on these streets, and emergency vehicles and buses can use the tram lanes, allowing you to combine pedestrian streets with bus lanes and tram tracks seamlessly.

FINANCIAL DISTRICTS - MINI EXPANSION

Boost the economy of your City with a financial district, and use your funds to invest in the best industries for your population. Financial Districts is a mini-expansion from Colossal Order that adds the new feature “Investments” and more than a hundred assets to the game.
Financial Districts’ key features include:
Investments
Invest your money wisely and improve the lives of your citizens. Many sectors await your support such as deathcare, healthcare, oil, ore, farming, generic industry, and logistics. Keep track of your investments with the new stock trading tab.
Stock exchange
Level up your investment funds with the stock exchange. This new building also unlocks the tax income bonus for office zone buildings in its area.
Bank buildings
Money, money, money! Banks add a new service to your city and improve its safety thanks to their transport vans that, while collecting cash from commercial zone buildings, decreasing the criminality rate in the area.
Financial District Specialization
Unlock a new district for office zones when you reach the “Big Town” milestone. Financial Districts feature a new visual style, and generate higher taxes than basic office zones but decrease happiness. The tax income bonus increases if a stock exchange is nearby.
