‘Misery Of Nightmare’ quest and dungeon entrance are available for the character with a level over 89.
You can enter the 'Nightmarish Throne’ dungeon by Artificial Portal Stone’ Dungeon Entry at or ‘Combined Dungeon Entry - Gaston' at after completing the event quest.
