Character performance adjustments

Update Log: Elysium Above - Hotfix 8.4.1

The following specific issues have been fixed:
- Fixed issues with the tag effects:
- The effects of Tranquility, Heat, and Beauty of Frost now apply to any non-zero layers, not just those above 0;
- Attack and Defense now reduce by half at the end of the turn;
- Agility now reduces layer points cost of active skills. Note that you still need to spend more strategy points than the original cost to use the skill, but the actual cost is reduced;
- Wound now deals damage after using a skill;
- Ding now provides numerical gains when active;
- Quickness now reduces movement cost instead of increasing it.

- Fixed issues with terrain effects, now terrain effects will be correctly applied to units affected by skills, not the ones using the skill.
