We have received reports related to Deluxe Edition purchasers.
We sincerely apologise for the inconvenience it has caused.
From our investigations, the current issue seems to be caused by the configuration changes made from Valve's end.
It may be an extra step of inconvenience but please contact Steam Support for further assistance as all refunds and payments are handled by Valve.

Notice Regarding the Payment System (Edited)
During an investigation conducted by Steam, a technical error occurred which caused an error with the payment system.
The temporary issue regarding the payment system has now been fixed.
Changes have been made to the product settings and now both the Standard Edition and the Deluxe Edition can be purchased.
Further changes are being made to the Deluxe Upgrade by Steam.
All evidence leads that this issue was caused by Steam's configuration changes that were made to our products. We sincerely apologize for the inconvenience caused.
Additionally, purchases that have been made with abnormal payment methods will be monitored with Steam and will be notified through a separate announcement.

Due to the configuration issue caused by Steam, the Deluxe Edition purchase method has been changed as below.
Updated Deluxe Edition purchase method
Original method: Available to purchase the Deluxe Upgrade after buying the Standard Edition
Updated method: Unavailable to purchase the Deluxe Upgrade after buying the Standard Edition.
Users who are interested in obtaining the Deluxe Edition Contents must purchase the Deluxe Edition.
Please note that the Deluxe Edition Upgrade will no longer be available for purchase.

If the issue has not been resolved yet, please clear Steam's Download Cache.
The Cache can be cleared by going to the Steam settings -> Downloads -> Clear Download Cache Once again we sincerely apologize for the inconvenience.
