Fixed an issue when Hiisi pulls another Hiisi.
Tengu Mana Summon Cost changed from 2 to 1.
Tengu Resource Cost changed from 4 to 5.
Observatory now starts with 5 Watch instead of 8.
Samjogo Resource Cost changed from 3 to 2.
Fortress now gains 1 Honor per 7 Safety instead of 10.
Sigbin and Wakwak reduce starting use from 3 to 2.
Seps Resource Cost reduced from 5 to 4.
Skoffin Mana Summon Cost increased from 1 to 2.
Glacier Resource Cost increased from 3 to 4.
Cabbit Resource Cost reduced from 4 to 3.
Iratxoak Resource Cost reduced from 3 to 2.
