The previous iteration of Loyalty wasn't so much a standalone mechanic, as it was a reflection of your success in other areas of the game. With this update, Loyalty now operates on a tier system, and the factors that cause it to shift are more obvious. When mousing over a unit's Loyalty, you can things that are currently making the unit more loyal/disloyal.

Chance of not giving enemies Interrogations.
Loyalty deterioration from low capo tax is reduced.
Loyalty shift from promotion or demotion is greatly increased.
Don Power EXP per turn: 40.
Loyal
Rarely sings when arrested.
Loyalty deterioration from low capo tax is reduced.
Loyalty shift from promotion or demotion is increased.
Don Power EXP per turn: 25.
Compliant (Baseline)
Sometimes sings when arrested.
Don Power EXP per turn: 10.
Disloyal
Likely to sing when arrested.
Chance of giving enemies an additional Interrogation.
Don Power EXP per turn: 5.
Treacherous
Always sings when arrested.
Always give enemies an additional Interrogation.
Don Experience Gain: 0.
ELECTIONS AND RANDOM EVENTS
Past Week 10, on turns when the Commission is not active, events may occur. Some events occur randomly, and give you a chance to earn some Influence or Interrogations. Some events will happen at regular intervals, and will allow you to replace the current mayor, district attorney, or police chief.
ASSASSINATION AND AI REWORK
Having an endless conflict with the enemy families is an intentional part of the game's design. However, it often felt like assassinations and conflicts weren't useful for gaining an edge over your opponents. Now, assassinations will significantly reduce the likelihood for the AI to take actions against you, for a certain number of turns. In addition, the AI will avoid neighborhoods where soldatos were previously killed.
BUG FIXES AND ADJUSTMENTS
Fixed a bug where enemy soldatos could be promoted from associates that their caporegimes didn't have.
Fixed a bug where enemy soldatos that were assigned in a different borough than their caporegime would be prevented from changing assignments.
Fixed a bug where police-related notifications in Tairona could cause the game to crash.
Adjusted neighborhood icons to look better with large Muscle counts.
Adjusted location of Windsmere and other neighborhoods to avoid gerrymandering.
Adjusted AI to reduce frequency of stacking soldatos.
Adjusted rate of Don Power EXP gain to accommodate Loyalty changes.
Adjusted guilty chance calculation for legal cases to accommodate Loyalty changes.
Added display of Interrogation count on the family tree panel.

The Commission:OCGS Patch Notes - v1.1 [Tutorial]
TUTORIAL UPDATE
We are happy to address one of the most vocal requests for The Commission:OCGS, the need for an in game tutorial. We underestimated the difficulty players would have while discovering new tactics and understanding information linked between multiple systems. This update will help newer players feel confident in their abilities to reign over the city of New Shore while also giving our more dedicated players a new take at systems that might have been overlooked. We are also continuing development on external guides which are linked below. Thank you all for your patience and continued input. We look forward to hearing more from you soon!
FEATURE UPDATES
Added an in game tutorial.
Added neighborhood heat to territory panel.
Added the ability to scroll the map with the keyboard.
Adjusted initial funds for each difficulty level.
Main menu no longer fades in more than once per session.
Dialog for initial racket investment is cleaned up slightly, and now shows maintenance cost.
BUG FIXES
Fixed a bug where changing a caporegime's assignment brought up a non-functional cancel window instead of a reassignment window.
Fixed a bug where Rocca Revenge achievement could be unlocked with the wrong family.
Fixed a bug where the neighborhood's heat change didn't appear when viewing a racket.
Fixed a bug where the tutorial overlay would appear when loading a saved game immediately after playing the tutorial.

RACKET REBALANCING
Some substantial changes were made to help balance gameplay, and were done with the following goals in mind:
Increase the cost range of rackets, to improve sense of progression. Rackets such as Mugging and Gambling Den are more clearly defined as "starter" rackets.
Reign in some rackets that were outliers as far as profitability. An example was Robbery, which generated profit even in extremely ill-suited locations.
Normalize racket investment cost to around 10%-20% of the base cost. Loan Sharking and Insurance Fraud are notable exceptions, with an investment cost of 50%, allowing for faster investment if you can afford it.
Make racket perks more affordable. Specializing is now a much more viable tactic!
FEATURE UPDATES
AI is less likely to invest itself into bankruptcy and is less likely to use political favors early in the game. The AI also now shifts its priorities periodically, between profit, recruitment, and conflict.
When viewing the list of rackets and potential rackets in a neighborhood, you can now toggle the sorting method (alphabetical or cheapest first).
BUG FIXES
Fixed a bug where adjusting the number of soldatos in a neighborhood was mistakenly treated as leaving the neighborhood, resulting in destroyed racket investments.
Fixed a bug where soldato/caporegime assignment dialogs would allow you to choose that unit's current assignment as a destination.
Fixed a bug where neighborhood/borough assignment dialogs would allow you to choose a unit that's already in that location.
BUG FIXES V1.02
Fixed a bug that caused soldato not to be assigned when selecting them from the family tree under certain circumstances.

The day has finaly arrived for The Commission to reach the digital shelf. It has been an amazing feeling to hear how much the community has been looking forward to today's release. Thank you to all of the testers and fans new and old. We hope you enjoy The Commission and continue to follow with us as this project grows.
WHAT IS NEXT?
We are happy to announce that a Mac build is already in the testing stages. No date is set yet for when our technological cousins can join in on the family fun but be sure you will get an update here as well as on social media when it is live!
