Unreal Engine 5.4 comes with a variety of optimizations, improvements and new features compared to the previous engine used for Shores of Plunder, which was 5.2.

Offline play has been implemented. When the player is not connected to Steam or the internet then they have the option to play offline.

I have noticed several refunds with comments about how it appears to some users that multiplayer is not working. It is important to note that it is definitely working but it is now clear to me that player's are not understanding how the matchmaking system works and how server settings are adjusted. This is a design issue, not a user issue, and I will correct it asap.
I will be publishing an update as soon as possible which will add a new option to the main menu to give the player the opportunity to toggle it between closed, private and public before hosting or attempting to join a game.
In order to currently invite friends to your game or open it to the public you must interact with the book in the captain's quarters in the lobby map, there is an in game marker called "server status" to direct the player. If the server is set to closed then no-one can join the game, closed is the default setting.
Lastly, invites are currently managed using the steam overlay, you can invite and join friends games who has opened their servers to private or public. I will be adding an in-game menu in the near future.
I apologize for the design flaw but please know that multiplayer does in fact work and I am working on an update to make the process easier.
